include, but are not limited to detention ponds, retention basins, lighting,

walls, drains, trails and sidewalks to which more than two owners of lots or condominiums have rights of
or access or enjoyment; or which are owned in common by an association of owners. Prior to approving such commonly owned private facilities, the
