(a) No person, with intent to damage property and having no right to do so or any reasonable grounds to believe that he or she has such a right, shall damage any property of any value over $1.
(b) No person shall destroy, injure or deface, or in any manner interfere with or hinder the use of, any public building or any public property whatsoever.
