(a) A person who violates any provision of this chapter is responsible for a municipal civil infraction, subject to payment of a civil fine of not less than $500 and not more than $5,000, plus costs and other sanctions, for each infraction. Each day that a violation continues shall be a separate infraction.
(b) Repeat offenses under this chapter shall be subject to increased fines as follows:
(1) First repeat offense. Not less than $1,000 and not more than $10,000; and
(2) Second and subsequent repeat offense. Not less than $2,000 and not more than $20,000.
