§ 440.02 LOCATION; EMPLOYEES; RULES AND REGULATIONS.

The City , subject to the approval of Council, establish a convenient location for the Parking Violations Bureau, appoint qualified city employees to administer the Bureau and adopt rules and regulations for the operation thereof.
