§ 1224.06 DEFINITIONS.
   (a)   Unless specifically defined below, words or phrases be interpreted so as to give them the meaning they have in common usage and to give this chapter its most reasonable application. For the purpose of this chapter, certain words and terms shall be defined as follows:
      AREA OF SPECIAL FLOOD HAZARD. The in the flood plain within a community subject to a 1% or greater chance of flooding in any given year.
      BASE FLOOD. The flood having a 1% chance of being equaled or exceeded in any given year.
      CITY. The City of Grand Blanc.
      CONDOMINIUM. A form of ownership which can apply to any type of .
      CONDOMINIUM ACT. Public Act 59 of 1978, being M.C.L.A. §§ 559.101 through 559.272, as amended.
      CONDOMINIUM SUBDIVISION. Includes all single-family detached condominium developments and be equivalent to the term “,” as used in the Zoning Code and the “Land Division, Subdivision and Condominium Control Ordinance”.
      COUNCIL. The City Council of the City of Grand Blanc.
      DEVELOPER. A person, firm, association, partnership, corporation or a combination of any of them, which hold any ownership interest in whether recorded or not.
      DEVELOPMENT. Any human-made change to improved or unimproved , including, but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, mobile home placement, excavation or drilling operations located within the .
      EASEMENT. An irrevocable grant by the   of the use of a of by the , by the public or a public utility, by a corporation, or by a private person or persons, for a specific purpose or purposes.
      FLOOD INSURANCE RATE MAP (FIRM). The official map on which the Federal Insurance Administration has delineated both the areas of special flood hazards, and the risk premium zones applicable to the community.
      FLOOD INSURANCE STUDY. The official report provided by the Federal Insurance Administration that includes flood profiles, the Flood Boundary-Floodway Map, and the water surface elevation of the .
      IMPROVEMENTS (SITE IMPROVEMENTS). Grading surfacing, curbs and gutters, sidewalks, water mains and lines, sanitary sewers, culverts, bridges, utilities, underground sprinkling systems, fences, walls, signs, monuments, light poles, poles, , streams, lakes, impoundments and other additions to the natural state of which increases its value, utility or habitability.
      LANDSCAPING. The treatment of the ground surface with live plant materials normally grown in Genesee County such as, but not limited to, grass, berms, ground cover, trees, shrubs, vines and other live plant material. In addition, a landscape design include other decorative natural or processed materials, such as wood chips, crushed stone, boulders or mulch. Structural features such as fountains, pools, statues and benches also be considered a part of if provided in combination with live plant material.
      LOT. A of occupied, or intended to be occupied, by a main building or a group of buildings, and/or utilized for a principal use; described on a recorded plat or by a metes and bounds description; having frontage along a public ; and having sufficient size to comply with the requirements of this chapter for minimum area or overall density, setbacks, maximum building coverage and open space.
      MASTER DEVELOPMENT PLAN. A sketch plan showing the , and open space for the overall of a tract of , indicating that part of the not proposed in the first application.
      PARCEL or TRACT. A continuous area or acreage of under one .
      PLANNING COMMISSION. The Planning Commission of the City of Grand Blanc.
      PLAT ACT. Public Act 288 of 1967, being M.C.L.A. §§ 560.101 through 560.293, as amended, formally titled the Land Division Act and popularly known as the Plat Act.
      PROPRIETOR. A person, firm, association, partnership, corporation, or a combination of any of them, which hold any ownership interest in whether recorded or not.
      RIGHT-OF-WAY. A , alley or other thoroughfare or intended to be occupied by a , crosswalk, railroad, electric transmission line, oil or gas pipeline, water main, sanitary or storm sewer main, shade trees or other special use, permanently established for passage of persons or vehicles and under the legal of the agency having jurisdiction over the right-of-way.
      SITE CONDOMINIUM. A which creates detached units intended for use as single-family dwellings, and which are subject to this chapter.
      SUBDIVIDE or SUBDIVISION. The partitioning or dividing of a of by the thereof or by his or her heirs, executors, administrators, legal representatives, successors or assigns, for the purpose of sale, or lease of more than one year, or of building , where the act of division creates five or more parcels of each of which is ten acres or less in area; or five or more parcels of each of which is ten acres or less in area are created by successive divisions within a period of ten years. SUBDIVIDE or SUBDIVISION does not include a transfer between two or more adjacent parcels if the taken from one is added to an adjacent ; and any resulting   not be considered a building site unless the conforms to the requirements of this chapter or the requirements of any other  . This shall also mean, for the purpose of this chapter, any division of into units and common elements.
      VARIANCE. A grant of relief from the requirements of this chapter which permits construction in a manner that would otherwise be prohibited by this chapter.
   (b)   All other definitions be held in accordance with other parts of this chapter, the Subdivision Control Act, Public Act 288 of 1967, formally titled Land Division Act and also popularly known as the , being M.C.L.A. § 560.101, or the , Public Act 58 of 1978, being M.C.L.A. §§ 559.101 et seq., all as amended.
