be done on a limited and small scale with written permission from the Building Inspector. Such permission shall be granted only if the facilities for such incineration are such that complete reduction of the
and noxious wastes can be accomplished; that no dangerous, noxious or unpleasant odors or fumes will result therefrom; that no flies, insects, vermin, rodents or disease-carrying animals will be attracted; and that no nuisance will be created thereby. Such permission from the Building Inspector is subject to revocation at any time by him or her or by Council.
