§ 1060.05 COLLECTION OF UNPAID CHARGES.
   The payment of the and/or collection charges be enforced by an action of assumpsit against an or , and such charges shall be a lien on the receiving the service. The City Clerk shall report annually, at the regular April Council meeting, all unpaid charges for such service furnished to any which, on April 5 preceding, have remained unpaid for six months. Council shall thereupon, after due notice to the owners of the so served, assess the amount so found to be due as a tax against the , and the same shall be certified to the City Assessor, who shall place the same on the next tax roll of the city. Such charges so assessed shall be collected in the same manner as city taxes.
