A. Department Established; Composition: There is hereby established a department of the Municipal government which shall be known as the Public Works Department. It shall embrace the Director and the employees.

B. Mayor To Supervise: The Mayor shall exercise a general supervision over the affairs of the Public Works Department. He shall ascertain the needs and conditions thereof and shall, from time to time, report the same to the City Council.

C. Director: The Mayor shall appoint a Director of the Public Works Department, with the advice and consent of the City Council. The term shall expire at the first regular City Council meeting of the following May.
