Unless otherwise provided, all police officers shall be appointed by the Mayor, by and with the advice and consent of the City Council. A police officer may be appointed to office by the Mayor and City Council if he meets the necessary qualifications, notwithstanding the fact that the police officer is not a resident of the City when appointed or when he is to serve as such an official.
