No license shall be issued for the conduct of any business, and no permit shall be issued for any purpose or activity, if the premises and building to be used for the purpose do not fully comply with all applicable ordinances and regulations of the City and the State of Illinois. No such license or permit shall be issued for the conduct of any business or performance of any act which would involve a violation of this Code and/or other applicable regulations of the City. Any building to be used by the business to be conducted by the applicant must have at least the following characteristics:
A. Not less than three hundred (300) square feet of usable interior space;
B. Be furnished with electricity in conformance with applicable codes;
C. Be furnished with potable water service in conformance with applicable codes;
D. Not be a temporary structure such as a tent, trailer, mobile home or camper.
