Section 6. Public Bidding
   The Council may authorize expenditures of the Municipality in amounts exceeding the authorized expenditure limit in the Ohio Revised Code without public bidding for the acquisition of real estate, for the discharge of noncontractual claims against the Municipality, for the joint use of facilities or exercise of powers with other political subdivisions or for the product or service of public utilities, including those Municipally operated, and in the event of an emergency or catastrophe for necessary work to eliminate or correct damages caused by said emergency or catastrophe; but no other expenditures of more than the authorized expenditure limit in the Ohio Revised Code shall be made except pursuant to a contract made with the lowest and best bidder after public advertising and receipt of bids in the manner provided by ordinance.
