If the persons charged by this Charter with the responsibility for the hiring of Municipal employees or the appointing of individuals to the various offices, boards, commissions or other positions fail to fill a vacancy within thirty (30) days after it occurs, it shall be the duty of Council, if it so desires, to fill the vacancy by a vote of the majority of its membership.
Any appointed official or administrative department head may be removed by the Mayor, with the approval of Council, or may be removed by the affirmative vote of four-fifths (4/5) of the members of Council, without the approval of the Mayor.
