Section 6. Village Administrator
   The duties performed by the Board of Trustees of Public Affairs and the Street Commissioner are hereby turned over to a Village Administrator and the Board of Trustees of Public Affairs and the position of Street Commissioner is hereby abolished.
   The Village Administrator shall be appointed by the Mayor with the consent of the majority of the membership of Council. He or she may be removed from office by the concurrence of the majority of the membership of Council.
   (a)   The duties of the Village Administrator are to manage, conduct and control the waterworks, electric light plants, artificial or natural gas plants, sewage disposal plants or other similar public utilities. However, the rates for services and charges for Municipally-owned utilities shall be determined by the legislative authority of the Municipality and not the Village Administrator.
   (b)   The Village Administrator will supervise the improvement and repair of streets.
   (c)   The Village Administrator will be responsible for the hiring of employees, agents and clerks under his or her jurisdiction, provided such positions are first authorized by the legislative authority of the Village; but such appointments shall be subjected to approval by the Mayor and concurrence of the majority of the membership of Council. Such appointments and the Mayor's approval thereof must be in writing and must be filed with the Clerk-Treasurer.
   (d)   The Village Administrator is under the general supervision and control of the Mayor and has such other powers and duties as are prescribed by ordinance.
