648.045   UNLAWFUL CONGREGATIONS.
   (a)   No person shall congregate with others on sidewalks or street corners or within the parks or public grounds of the Village with intent to provoke a breach of the peace or whereby a breach of the peace may be occasioned by serious annoyance to pedestrians or by threatening, insulting or abusive conduct, and refuse to move on when ordered by a police officer.

   (b)   Whoever violates any of the provisions of this section is guilty of unlawful congregation, a minor misdemeanor, except that if the offender persists in such unlawful congregation after reasonable warning or request to desist, or if the offender is within 1,000 feet of the boundaries of any school, school premises or school building, disorderly conduct is a misdemeanor of the fourth degree.
   (c)   As used in this section, “school,” “school premises” and “school building” have the same meanings as in Section 624.01.
