Section 7. Salaries and Bonds
   The Council shall have the power to fix its own compensation and that of each employee of the Municipality, including officers and members of boards and commissions, whether elected or appointed, except where such compensation is fixed or restricted by this Charter. The Council shall also have the power to establish bond for the faithful discharge of the duties of any office or job. The premium of any bond required by the Council shall be paid by the Municipality. The compensation of all elected officials shall be fixed at least thirty (30) days prior to the filing date of nominating petitions for the general election and shall not be changed in any respect for a period of one (1) year thereafter. The Council may authorize any officer or employee of the Municipality to make such trips as the Council deems to be in the public interest, and may provide that the expense of such travel be paid by the Municipality.
   All employees of the Village who are required by their duties of office to handle public funds of the Village, or who are entrusted with personal property of the Village, shall be bonded in an amount which shall be determined by Council, for the duration of their employment.
