Section 3. President of Council
   (a)   Separate Office. The President of Council shall be elected, from among its members, by the members of Council eligible to vote.
   (b)   His or Her Duties. The President of Council shall have all the powers, duties, functions, obligations and rights of any other member of Council. He or she shall appoint the various committees of Council and shall co-ordinate the work of the various committees appointed by him or her. He or she shall perform such other duties as may be imposed upon him or her by the Council.
   (c)   Acting Mayor. In the absence of the Mayor, the President of Council shall act as Mayor as provided in Article III, Section 4.
   (d)   Vacancy in Office. In the case of a vacancy, the President of Council shall be elected by Council from among its members and the one so elected shall serve for the unexpired term of such President of Council.
