(a) The Recreation Commission (the "Commission") will meet at least once per quarter per calendar year.
(b) The Commission shall serve as an advisory panel to Council and shall provide research and recommendations to Council in response to Council's request(s).
(c) The Commission shall monitor all ongoing park and recreation projects and programs and report any discrepancies to Council via the Parks and Recreation Coordinator (as shall be denoted and provided for in Chapter 255).
(d) The Commission will develop and submit a five-year plan to Council on an "as needed" basis.
(e) Prior to the end of any calendar year, the Commission will present to Council a Parks and Recreation Plan (the "Plan") for the following year, to include, but not be limited to, the following items:
(1) Applicable events or items from the five-year plan;
(2) New equipment;
(3) Equipment replacement and/or upgrade issues;
(4) New construction;
(5) Park configuration changes; and
(6) Planned recreation activities.
(f) The Plan shall include cost estimates and timetables for completion to the extent possible. The Plan will be reviewed by Council and either approved, amended or returned to the Commission with comments. The Village Council shall make every effort to approve the Plan by January 31 of the year the Plan is to go into effect.
