(a) There is hereby established in and for the Village the position of Operator of the Water Supply Utility.
(b) The Operator shall be appointed by the Mayor, subject to the approval of Council, provided that no person shall be appointed or approved unless he or she has a valid certification from the State as a Certified Water Operator Class I or above.
(c) This position shall be considered full-time employment at an annual salary to be determined from time to time by Council.
