247.01   DELINQUENT ACCOUNTS.
   (a)   When any utility customer’s account is delinquent for more than 90 days, or any utility service is terminated due to delinquency, any or all of the following actions shall be taken:
      (1)   The Village Administrator shall cause such account to be closed on the books and records of the Utilities Department and refer such delinquent account to the Director of Law for collection;
      (2)   The Village Administrator shall cause the utility service to be terminated and/or discontinued;
.      (3)   The Village Administrator shall refuse any new utility accounts for service at the location of any delinquent account;
      (4)   The Village Administrator shall prevent and/or deny any future utility hook-ups or connections;
      (5)   The Village Administrator shall take action consistent with this section in an attempt to obtain payment for delinquent utility charges.
   (b)   Unpaid charges for water and/or electrical power shall be a lien on the property supplied and the same shall be collected as other taxes and assessments are collected. The Village Administrator or the Law Director shall certify to the Auditor of Lorain County such delinquent utility charges with a description of the premises, and the Auditor shall place the same on the duplicate and collect them according to law.
   (c)   If any monies are recovered through the use of the procedures hereinabove set forth, such monies shall be delivered to the Clerk-Treasurer, who shall cause them to be deposited in the respective utility fund.
