As used in this Chapter:
(a) "Council" means the Council of the Village of Grafton.
(b) “Gross floor area” means the area within interior walls of a room or rooms designed for customer use of internet gaming devices or, if the room is not used exclusively for internet gaming, the area shall be computed by adding the area(s) within a regular geometric form or within a combination of regular geometric forms beginning and ending three feet from the front, back, or side of the gaming devices.
(c) “Internet Gaming/Sweepstakes Café” means any premises upon which any computerized internet gaming/sweepstakes café device is located for the use or entertainment of the public, whether or not such premises has any other business purpose.
(d) “Internet Gaming/Sweepstakes Café devices” means any computer, machine, game or apparatus which, upon the insertion of a coin, token or similar object, or upon payment of anything of value, wherein a product or service is provided, and may be operated by the public generally for use as a content of skill, entertainment or Internet Gaming / Sweepstakes Café, whether or not registering a score, and which does not in any way, manner or form encourage gambling.
(e) “Licensee” means the person or persons who sign an application for a license hereunder and to whom such license is issued.
(f) “Operator” means the person or persons having authority to control the premises of an Internet Gaming/Sweepstakes Café.
(g) “Owner” means any person who possesses any interest, either directly or indirectly, in an Internet Gaming/Sweepstakes Café.
(h) “Person” means any natural person, firm, partnership, association, corporation or any other form of business organization.
(i) “Premises” means the building or any portion thereof used for conducting the operation of an Internet Gaming/Sweepstakes Café.
(j) “School” means any educational institution, public, private, secular or parochial, which offers instruction of high school grade or lower.
(k) “Village” means the Village of Grafton, Ohio.
(l) "Village Administrator" means the Village Administrator of the Village of Grafton.
