The Clerk-Treasurer and the Income Tax Administrator are hereby authorized and directed to establish a separate tax fund, from the General Tax Fund of the Income Tax Department, to be known as the Income Tax Refund Account.
Such Account shall be used solely and exclusively for the refund of overpaid Municipal income tax accounts, whether by individual taxpayers or other municipalities or agencies from whom tax funds were received.
Such Account shall be funded with five hundred dollars ($500.00).
