No person, while entering or leaving the public parks in an automobile or other vehicle, shall drive on any part of public park property, except on roadways provided for the same. All cars must be parked in places designated therefor by the Recreation Commission and/or Council. The speed limit is ten miles per hour while driving in the public parks.
