All builders of residential property shall be required to deposit the sum of one thousand three hundred dollars ($1,300.00) for new water service and one thousand eight hundred dollars ($1,800.00) for new sewer service, with the Clerk-Treasurer, for each lot to be improved by a residential dwelling, to be paid at the time of the application for the building permit.
