All residential subdivision developers shall pay the entire initial cost of electric service, both in the ground and above the ground, for such developments, in addition to all sewer and water utilities as are presently provided in these Subdivision Regulations. Developers shall pay the cost of such service, but need not actually perform the installation work. This section shall extend only to developments commenced after the effective date of this section.
