(a) Wherever large trunk storm or sanitary sewers or large feeder water mains are required to be located within the subdivision, or where arterial streets are located within the subdivision, the Planning Commission shall decide what portion of the pavement work shall be done or paid for by the developer and what portion of the trunk sewers or feeder main shall be installed or paid for by the developer.
(b) In making its decision, the Commission shall take into account the location, extent and character of the proposed development; the degree to which the proposed lot or use is to be serviced or otherwise has access to the improvement; the number of anticipated residents or employees; and the extent of vehicular traffic that may be generated by such subdivision.
