1215.06   STORM DRAINAGE.
   (a)   Generally. Storm drainage facilities shall be installed or provided for by the subdivider, subject to the approval of the Village Engineer and the Planning Commission, in accordance with the comprehensive plan for storm water drainage. All surface water shall drain across individual lots to the public street without traversing adjacent property. Such storm drainage facilities shall include all storm sewers, gutters, culverts, inlet basins, manholes, drainage pipe and grading of slopes and ditches necessary to eliminate the collection of surface and roof water along streets, intersections or low areas in the lots or lands within the subdivision.
   (b)   Protection of Natural Drainage Courses. No natural drainage course shall be altered or enclosed, and no fill, building or other structure shall be placed in it, unless approved by the Village Engineer.
   (c)   Storm Drainage into Sanitary Sewers. Storm sewers or storm drainage, including drain tile around basements, shall not be permitted to empty into any sanitary sewer.

   (d)   Culverts.
      (1)   No person developing or building residential, commercial or industrial property in the Village, which property is accompanied by a storm sewer, shall leave the storm sewer as an open ditch. Such person shall enclose the same in culverts constructed according to plans and specifications as approved by the Village Engineer, who shall receive a complete set of plans and drawings of the development from the developer and who shall review the storm sewer culvert plans and specifications at the expense of the developer.
      (2)   The performance bond of any such person shall not be released until the Village Engineer has certified, in writing, that the provisions of division (d)(1) of this section have been fully complied with for each such industrial, commercial or residential development.
