1215.05   SANITARY SEWERS.
   (a)   Public Sewers; Connection Required. Where a public sanitary sewer is reasonably accessible, each lot within the subdivided area shall be provided with a connection thereto at the property line. All sanitary sewers shall be separate and independent of the storm sewerage system.
   (b)   Nonaccessible Public Sewers. Where a public sanitary sewerage system is not reasonably accessible, but where plans for the installation of sanitary sewers in the vicinity of a subdivision have been prepared by the Village Engineer, the owner shall be required to install sewers in conformity with such plans. In such cases, until a connection can be made with the public sewerage system, the use of a sewage treatment plant, constructed at the owner's expense on land owned by him or her, will be permitted, provided such disposal facilities are approved by the State Health Department and the Village Engineer.
   (c)   Infiltration or Exfiltration Tests. All sanitary sewers will meet or exceed an infiltration or exfiltration test of 100 gallons per inch diameter for 24 hours per mile of pipe.
   (d)   Septic Tanks. In general, septic tanks will not be permitted. However, in small subdivisions, where all lots front on existing streets and where no public sanitary sewerage system is accessible or liable to be accessible for an indefinite period of time, the Planning Commission may approve the use of septic tanks, provided:
      (1)   The subdivider must give assurance that septic tank permits can be obtained from the County Board of Health for each lot; and
      (2)   The lot size and dimensions are such as to protect the adjacent properties and the public interest.
