1214.04   LOTS.
   (a)   Dimensions. Lot dimensions and area shall be not less than the requirements of the Zoning Code. A length to width ratio of approximately 2.5 to 1 is considered desirable for residential property. Lot depth in relation to width shall normally not exceed a ratio of 3.5 to 1.
   (b)   Corner Lots. Corner lots for residential use shall have extra width to permit appropriate building setback from and orientation to both streets. A lot abutting on a pedestrian walkway shall be treated as a corner lot.
   (c)   Lots Served by Septic Tanks. Building sites or lots served by septic tanks shall conform to such requirements and conditions with respect to the area and frontage as the Planning Commission shall impose or deem necessary for the protection of adjacent properties and the public interest. Lot areas of at least 20,000 square feet, with at least 100 feet of frontage, will generally be required for residential use.
   (d)   Access to Streets. The full frontage of each lot shall abut on a publicly dedicated street or on a street that has received the legal status as such, unless otherwise allowed by the Commission.
   (e)   Side Lot Lines. Side lot lines shall be substantially at right angles to straight street lines or radial to curved street lines.
   (f)   Double and Reverse Frontage Lots. Double or reverse frontage lots shall not be permitted except where essential to provide separation of residential development from major streets or arteries or specific disadvantages of topography. A planting screen easement of at least 20 feet, across which there would be no right-of- way access, should be provided along the lines of lots abutting such traffic arteries or other disadvantageous uses.
   (g)   Uninhabitable Lots. Lots subject to flooding and lots deemed by the Commission to be uninhabitable shall not be platted for residential occupancy or for other uses that may increase danger to health, life or property or aggravate flood hazard. However, such land within a plat shall be set aside for uses that will not be endangered by periodic or occasional inundation or will not produce unsatisfactory living conditions.
   (h)   Lot Remnants. All remnants of lots below the minimum size that are left over after subdividing a larger tract must be added to adjacent lots rather than allowed to remain as unusable parcels.
   (i)   Lot Identification. All lots shall be numbered by progressive numbers throughout the subdivision.
   (j)   Frontage Along Railroads. Where a subdivision abuts or contains an existing railroad, the Commission may require the subdivider to:
      (1)   So arrange his or her plat, where necessary, to permit future grade separations at highway and railroad crossings; or
      (2)   Provide deep lots backing onto the railroad or provide, through deed covenant, a permanent buffer strip suitable for planting or other use compatible with the intended use of the subdivision.
