1213.06   RECORDING OF PLATS.
   If Council finds that all requirements and conditions have been met, and if the Law Director certifies approval of the title to land being subdivided, Council shall approve the plat for record purposes only, without any dedication or acceptance of streets, and shall instruct the Clerk-Treasurer to affix his or her signature on its behalf on the plat. The plat shall then be filed by the Law Director in the office of the County Recorder, the plat shall have a volume and page assigned to it and the owner shall be notified of such volume and page. The Law Director may submit the plat to a reputable title company to comply with this section and have the title guarantee or insurance policy dated at the time of recording of such plat.
