1212.03   PERMITS.
   (a)   Grading. An owner may start grading operations when the following requirements have been complied with:
      (1)   A cash deposit has been made as required in Section 1212.02.
      (2)   The final plat, without dedication and acceptance of streets, has been recorded.
      (3)   Grade has been established and approved by the Village Engineer and Council.
   (b)   Underground Improvements. An owner may install water mains, storm sewers and sanitary sewers in any block or street when the following requirements have been complied with:
      (1)   Grading has been completed as required in division (a) of this section.
      (2)   Plans and specifications have been approved by the Village Engineer and Council as required in these Subdivision Regulations.
      (3)   Utilities have been approved by authorities furnishing them.
   (c)   Roadways. An owner may construct a permanent roadway when the following requirements have been complied with:
      (1)   Grading and underground improvements have been completed as required in divisions (a) and (b) of this section.
      (2)   Settlement of trenches has been approved by the Village Engineer.
      (3)   All surplus material has been removed from streets.
      (4)   The subgrade for a permanent roadway has been reformed and consolidated.
   (d)   Buildings. Building permits will be issued to the owner when grading and house grades for each lot have been established, when underground improvements and permanent roadways have been installed and when a bond executed by a surety company to insure the construction and completion of sidewalks and driveway aprons has been deposited. The owner may request building permits when no public improvements, as required by Chapter 1215, have been constructed and when, in lieu of the completion of the improvements, the owner has furnished a bond as required by Section 1213.05.
