Whoever violates any of the provisions of these Subdivision Regulations or fails to comply with any order issued pursuant hereto shall be fined not less than ten dollars ($10.00) nor more than one thousand dollars ($1,000). Such sum may be recovered with costs in a civil action brought in the County Court of Common Pleas by the Law Director in the name of the Village and for the use thereof.
