No owner or agent of an owner of any land located in a subdivision shall transfer, sell, agree to sell, negotiate to sell or lease for a time exceeding five years any land by reference to, exhibition of or use of a plan or plat of a subdivision before such plan or plat has been approved and recorded in the manner prescribed in these Subdivision Regulations. Any sale or transfer contrary to this section is voidable and subject to forfeiture and the penalties prescribed by the laws of the State. The description of such lot or parcel by metes and bounds in the instrument of transfer or other document used in the process of selling or transferring shall not exempt the transaction from these Subdivision Regulations.
