1210.07   MORATORIUM ON RESIDENTIAL SUBDIVISION CONSTRUCTION.
   (a)   Until the Village sewage treatment plant and the water supply system have been improved and extended to a degree satisfactory to Council, a moratorium is hereby established banning all residential subdivision construction in the Village in areas which are presently not improved with water and sewer utilities, and where assessments for such improvements have not been levied.
   (b)   The Mayor and the Building Inspector are hereby authorized to deny any application for residential subdivision development on such lands as described in division (a) of this section until further notice by Council.
   (c)   The Village Engineer is hereby authorized and directed to prepare his or her estimate of the necessary improvements and extensions for the water and sewer utilities of the Village, along with his or her estimate of the cost thereof, and shall present the same to Council as soon as practical.
