(a) The library facility to be established by the Public Library Board in the Village is hereby granted Municipal water, electricity and sewer service from the Village at a charge of fifty percent of the actual monthly billing for such services.

(b) The services provided in subsection (a) hereof shall continue for one year from the date of commencement of such services, and may be extended for additional terms, at the discretion of Council.
