No person shall engage in or carry on the business of collecting, hauling and disposing of garbage, rubbish or refuse in the Village without first entering into an agreement with the Village for such collections. No garbage, rubbish or refuse shall be hauled or transported over or through the streets of the Village except in a truck or other vehicle, the design of which has been approved by the Village Administrator or the Mayor.
