No person, except a collector or agent of the Village, shall dispose of, bury, burn or dump in the Village any garbage, rubbish, or yard waste accumulated in or outside the Village. Such dumping, burning and burying permitted by the collector and agents of the Village shall be done only at areas designated by Council. In the interest of public health and sanitation, all existing dumping places in the Village are hereby declared a nuisance and ordered closed. All garbage, rubbish, and yard waste disposed of under this section by the collector or the Village shall be done in compliance with the rules and regulations of the County Board of Health.
