(a) All junk and other material on the curbside/collection site are the property of the collector. No person shall separate, collect, carry off or dispose of the same except with the written permission of the collector.
(b) Repairable or usable household items and scrap metal may be removed from the curb side/collection site.
(c) No person shall remove recycling bags or receptacles, commingled recycled materials, newspaper, magazines, cardboard, yard waste or garbage from the curbside/collection site.
