No person shall dispose of any appliance which contains Freon gas without first hiring a contractor, licensed by the United States Environmental Protection Agency (USEPA) or the Ohio Environmental Protection Agency (OEPA), to remove and recapture said Freon gas from the appliance. Said contractor, after removing the Freon gas, shall tag the appliance as required by the USEPA and OEPA to prove that said Freon gas has been properly recaptured from the appliance.
