(a) The Mayor or the Village Administrator is hereby authorized to submit and sign, on behalf of the Village, all forms and agreements now or hereafter required for application for grants from the Environmental Protection Agency relating to the construction of wastewater treatment and collection facilities.
(b) The Village has the legal capability to finance the construction of wastewater treatment and collection facilities through the levying of special assessments and the issuance of bonds as authorized by Ohio R.C. 727.01 et seq., 727.06 and 729.11 and through the issuance of general obligation bonds as authorized by Ohio R.C. 133.01 et seq.
(c) The Village has the legal capacity to construct wastewater treatment and collection facilities by virtue of Ohio R.C. 715.40, 715.43, 717.01 and 729.47.
(d) The Village has the legal capacity to maintain and operate wastewater treatment and collection facilities by virtue of Ohio R.C. 715.40, 729.47 and 735.27, and to establish rates or charges to pay the costs of operating the same by virtue of Ohio R.C. 729.49 through 729.52, inclusive.
