1044.07   STREET EXCAVATIONS; BARRICADES AND WARNING LIGHTS; RESTORATION OF PAVEMENT.
   (a)   The costs of excavating and materials used in installing sewer service shall be paid for by the applicant for such service. When service is laid on a paved street, the applicant shall pay the cost of repaving such street so excavated in placing such service. The entire backfill shall be made of sand, bank run gravel or stone screenings. All such material shall be mechanically tamped in layers not exceeding twelve inches of uncompacted material.

   (b)   Any person digging into any street, alley, lane or public ground of the Village for the purpose of making or repairing a sewer connection shall perform the work promptly and complete the same without delay. The excavation so made shall be guarded by day by a railing around the same and by night with a railing around the same and a red light at each end thereof kept burning from thirty minutes before sunset to thirty minutes after sunrise. Such street, lane, alley or public ground shall be restored immediately after the work is completed to its former condition of usefulness, and in so doing such person shall thoroughly tamp the dirt as it is replaced or water soak the same, or both, so that when such restoration is completed such dirt shall be solidly compacted and practically level with the surrounding street.
