1044.02   PERMIT REQUIRED FOR CONNECTIONS; SEWER DITCHES; BARRICADES AND WARNING LIGHTS.
   (a)   No person shall open or tap into any sanitary sewer or make any passage into any well connected with any sanitary sewer which is a part of the original sanitary sewerage system of the Village, for the purpose of making any sewer connection or repairing the same, without first obtaining a permit therefor, in writing, from the Mayor.
   (b)   When such permit has been issued, the Village Administrator or his or her designee shall locate the sewer lateral by measurement from the records of the Village sewer book. The Village Administrator or his or her designee shall inspect all sewer tile from the main sewer to the property line.
   (c)   The sewer ditch shall be left open until the Village Administrator or his or her designee inspects and approves all tile in the trench to the property line. Adequate barricades and lights shall be provided to protect the public against injury which might result from the construction of sewers in public streets and highways.
   (d)   Before such permit is granted, the person applying therefor shall furnish the Village Administrator the number of the lot for the benefit of which the sewer connection is to be made, the name of the street on which the lot is located and the name of the owner of the property where such connection is to be made.
