1020.03   REPAIR AND RESTORATION OF PAVEMENT; APPROVAL BY MAYOR.
   (a)   Upon the issuance of the permit required by this chapter, the applicant shall thereupon make the opening specified in the permit and do such necessary excavating, repairing or other work required, after which he or she shall forthwith make the necessary backfilling, which backfilling shall be properly tamped, and shall repair and restore all pavement so removed, to the approval of the Mayor.
   (b)   If any person fails, neglects or refuses to do any of the work referred to in subsection (a) hereof, or fails to do such work in a manner acceptable to the Mayor, the Mayor shall cause such work to be done and shall pay for the same out of the deposit funds in his or her hands or recover the cost and expense of the same from the applicant or his or her bondsman by suit or otherwise.
   (c)   The deposit or bond, or any remaining balance of the deposit after such repair has been completed to the approval of the Mayor, shall be returned to the applicant.
