Upon the making of an application for a permit required by this chapter, the applicant shall deposit with the Mayor cash or bond in such sum as shall be fixed by the Mayor as a guarantee that an opening shall be properly backfilled and that any pavement which has been removed or damaged shall be relaid and repaired. Thereupon, the Mayor shall issue a permit for the opening of the street as specified in the application upon payment of a fee of two dollars ($2.00).
