At the organizational meeting of the City Council, the Mayor shall appoint members of the standing committees as the City Council may by ordinance or resolution create. The membership of the standing committees may be changed at any time by the Mayor. The Mayor shall be a member ex officio of each standing committee. The members of the standing committees shall serve a term of office of one year, unless reappointed.
