The City Council may order and cause to be constructed, under the supervision of the City Administrator, street, avenue, and alley crossings as the City Council shall deem necessary. When a petition for the construction of any crossings is filed by an interested resident in the office of the City Clerk, the City Clerk shall refer the application to the Street Superintendent who shall investigate and make his or her recommendation to the City Council. Action by the City Council on the application, whether the application is approved or rejected, shall be considered final.
