(A) It shall be unlawful for the owner of any animal to allow the animal to run at large at any time within the corporate limits of the city. It shall be the duty of the city police to cause any animal found to be running at large within the city to be taken up and impounded.
RUNNING AT LARGE shall mean any animal found off the premise of the owner, and not under control of the owner or a responsible person.

(B) It shall be unlawful for the owner, keeper, or harborer of any animal, or any person having the charge, custody, or control thereof, to permit a horse, mule, cow, sheep, goat, swine, or other animal to be driven or run at large on any of the public ways and property, or upon the property of another, or to be tethered or staked out in a manner so as to allow the animal to reach or pass into any public way. (C) It shall be unlawful for any person to allow poultry, chickens, turkeys, geese, or any other fowls to run at large within the corporate limits, except in enclosed places on private property.
