The provisions of this subchapter shall not apply to the following.
(A) Dogs whose owners are nonresidents temporarily within the town for 30 days or less, or dogs brought into the town for purposes of participating in any dog show.
(B) Any dog which has not reached the age of four months or any dog kept or maintained exclusively in a licensed kennel shall not be registered and no fee is required.
(C) Any dog which has been duly or properly trained to assist the blind, deaf, or law enforcement personnel and is currently acting in that capacity.
(D) Police service dogs.
