(A) No person shall harbor or possess more than three dogs, four months of age or older, without purchasing a kennel license.
(B) This section shall not apply to the birth of puppies in a situation which is not an intentional commercial breeding business so long as the number of dogs is reduced down to at least three within four months from the date of birth.
