Upon receipt of the final plat, bearing all required signatures, and also submission of evidence or description of how the subdivider will satisfy the performance guarantee requirements, the Town Council shall consider the plat and performance guarantee, and shall act to approve or disapprove the plat or approve it with modification. If disapproved, the Town Council shall state its reasons therefore to the subdivider. If modifications are required such modifications must first be referred to and accepted by the Planning Commission. If approved, the plat shall be signed by the Town Council and retained for recording. The signature of the Town Council on the final plat shall constitute final approval.
