§ 151.003 SUBDIVISION PLANS, PLATS REQUIRED; EXCEPTIONS.
   No person shall subdivide any tract of land within the incorporated limits of the town; nor shall any person sell, exchange, purchase, or otherwise convey a parcel of land which is part of a larger tract, if such sale or agreement would have the effect of creating a subdivision as defined by this chapter, and until a final plat, prepared in accordance with the provision of this chapter, shall have been first approved by the Planning Commission and Town Council and recorded in the office of the County Recorder.
